Corporate History/Viability: Founded in 1991, EM&I is an established technology consulting firm providing enterprise solutions that effectively merge business processes and technology to achieve mission success. Certified to ISO 9001:2008 standards, EM&I provides business strategy, enterprise architecture, program/project management, and systems engineering to the Department of Defense (DoD), Department of Homeland Security, Department of Energy, Veterans Affairs, and other government and industry clients. Through these practice areas, EM&I provides high value consulting to highly-visible DoD and civil agency initiatives at the Enterprise, Domain, Component, and Program levels of Federal Departments and Agencies.
At the Enterprise Level, EM&I has provided high-level PMO planning & execution, architecture strategic planning and development, transition planning, and leadership assistance to the DoD Business Management Modernization Program (BMMP) since its inception in 2001 as the Financial Management Modernization Program (FMMP). EM&I’s Executive Vice President was asked to join the Government’s senior Program Management Office (PMO) staff to assist in setting the strategic and tactical directions for the Program and managing the activities of the prime Systems Integration (SI) contractor.
At the Domain Level, EM&I provides financial management and transformational support to the DoD Financial Management Functional Area (FM). Since 2001, EM&I has provided PMO, Architecture, and Strategic Communications support to the Joint Tactical Radio System (JTRS) which is one of DoD’s transformational joint armed services program.
At the Component Level since 1996, we have supported the Defense Finance and Accounting Service (DFAS), a DoD component that provides the finance and accounting activities for the DoD Financial Management domain. EM&I developed the architecture and business strategies (DFAS Business Evolution – DBE) that helped DFAS transform from a geographically-centered organization to a business-line model. EM&I also developed and implemented the DFAS Systems Life Cycle Management methodology, the DFAS Portfolio Management process, and DFAS CIO strategic plans and portal acquisition strategy and implementation.
At the Program Level, EM&I has been providing support to the Air Force Defense Enterprise Accounting Management System (DEAMS) and DFAS e-Biz, and MOCAS-Re-Host programs. For DEAMS, we provide PMO & acquisition support, ERP COTS source selection, configuration, and implementation activities. EM&I tools and capabilities have become the bridge between DEAMS & the BMMP. Additionally, EM&I is providing PMO, technical support, system life cycle, and SI assessment and evaluation activities for the MOCAS Re-Host Program Management Office and the DFAS e-Biz program.
EM&I has become a critical interface between many DoD programs that require close synchronization. From financial management, accounting, and architecture development, oversight, and compliance to supporting and promoting the mission and strategic goals at all levels, EM&I senior-level staff understands the DoD enterprise, domain, component and program environments to consistently deliver best-value and high-quality results to its varied customers. As an example we have performed A-123 activities at large federal organizations including DoD – SAF/FM and DOE. EM&I designed, developed and assisted in the implementation of the Department of Energy’s implementation of the Office of Management and Budget (OMB) Circular A-123, Appendix A, and its current Financial Management Assurance initiative – a methodology for supporting the development of consistent, reliable certifications across DOE’s distributed CFO organization involving 14 Federal CFOs and 47 contractor organizations.
EM&I has also supported assessments and interviews in several areas including CIO development, organizational development and process capabilities. This includes work at DFAS and Harris Corporation.
Financial Status: EM&I is a stable small business. We have been in business since 1991, successfully graduated from the SBA 8a program in 2006, and have successfully transitioned to open competitive procurements.
